Reporters recently learned that since its establishment more than two years ago, China (Guiyang) used car export base has exported more than 3,800 used cars, achieving an export volume of 550 million yuan.
By building a full-chain service ecosystem, accurately deploying overseas emerging markets, and innovating logistics customs models, the base is gradually growing into an important force in leveraging the high-quality development of Guizhou’s second-hand car export industry.

Liu Xi, business manager of the business department of Guiyang Silu Automotive Technology Co., Ltd., said, “This is a customer from Uzbekistan. He wants a second-hand ideal car. Our car source department immediately contacted local car dealers in Guiyang to find sources. After confirming the vehicle information, it sent a quote back to the customer. After the whole process, the customer can receive the car in about one month after paying.” This company is the operator of the base and one of the first companies in the province with second-hand car export qualifications.
In the company’s business department, staff are negotiating with customers from all over the world through online platforms.
Liu Xi said that current customers are mainly concentrated in Central Asia, and models of BYD, Volkswagen, Honda, Mercedes-Benz, Audi and other brands are favored by overseas markets.
Customers from different countries and regions also have different preferences for car models. “Russian customers prefer SUVs with grand appearance, while Kazakhstani customers prefer hybrid vehicles. I have to receive 15 customers a day at most.”
Unlike the used car export bases in coastal areas that focus on the European and American markets, the Guiyang base takes advantage of the location advantages of the southwest inland and finds new ways to target and deeply cultivate emerging markets such as Central Asia, Russia, and Africa, successfully filling the gaps in the regional market.
In 2025, Guiyang Silu Automobile Technology Co., Ltd. alone completed the export clearance of 1,280 used cars, with an export value of more than 200 million yuan.

Jiang Jun, the person in charge of China (Guiyang) used car export base and deputy general manager of Guiyang Silu Automobile Technology Co., Ltd., said, “We have built a complete ecological chain of ‘car collection – maintenance – inspection – customs declaration – logistics – overseas services’. At present, the base has attracted more than 30 upstream and downstream enterprises in the industry chain.” Relying on the exclusive policy support of Guiyang Comprehensive Bonded Zone, the base has formed significant efficiency advantages in customs clearance, tax refunds and other aspects.
By opening the priority channel for customs clearance, the efficiency of vehicle customs clearance has been increased by more than 50%; the tax refund cycle has also been greatly compressed. The tax refund cycle for the first business order has been shortened from about 3 months to 30 days, and regular orders have been accelerated to 3-5 working days, which greatly reduces the company’s capital turnover costs.
Logistics is a key barrier to developing second-hand car export business in inland areas.
In order to solve this problem, the base cooperated deeply with Guiyang Logistics Group to innovatively launch a “door-to-door” dedicated logistics model that directly reaches overseas warehouses, shortening transportation time by nearly two-thirds compared with traditional methods.
At the same time, the base also leverages the cross-border e-commerce B2B direct export model to achieve breakthroughs in overseas exports of auto parts and create a new pattern of “complete vehicles + spare parts” coordinated overseas exports.
At present, the base has built 9 overseas operation centers in Minsk Oblast, Belarus and other places to provide local customers with localized warehousing, sales and maintenance services, completely solving the worries of overseas customers that it is easy to purchase cars but difficult to purchase after-sales.
Jiang Jingjing, manager of the foreign trade department of Guizhou Zongbao Automobile Trade Import and Export Co., Ltd., said, “Relying on the base’s overseas operation center and international logistics TIR channel, our company’s logistics costs have been greatly reduced, and the freight for a single car on the China-Laos Railway can be reduced to 7,000 yuan.
“The base provides overseas warehouse and parts sharing services, a 48-hour after-sales response mechanism, as well as customer expansion support such as exhibition docking and cross-border e-commerce marketing, which has helped the company significantly reduce operating costs. The company has exported more than 700 used cars for two consecutive years.
In order to further expand overseas market channels and rely on the policy and functional advantages of Guiyang Comprehensive Free Trade Zone, the base operator Guiyang Silk Road Automobile Technology Co., Ltd. organized a China (Guiyang)-Africa second-hand car industry supply and demand matchmaking meeting at the 4th China-Africa Economic and Trade Expo, attracting more than 40 African representatives to attend the meeting, and 15 African guests even made a special trip to Guiyang for on-site inspections.
In addition, the base has also participated deeply in various international exhibitions such as the China Automobile Distribution Industry Conference and Guiyang New Energy Industry Docking and Exchange Events, fully demonstrating the unique advantages of Guizhou’s automotive industry and accurately connecting with global cooperation resources.
In terms of promoting the development of enterprise clusters, the base actively takes the lead in establishing the International Trade Branch of the Guizhou Automobile Circulation Association, and organizes export policy training sessions on a regular basis to promote the implementation of various new policies, further standardize the industry development order, and inject strong impetus into the long-term development of Guizhou’s second-hand car export industry.
