On the afternoon of April 17, under the guidance of the Shenzhen Municipal Commerce Bureau, the first meeting of the first membership conference of the Baoan District Cross-Border E-Commerce Association (referred to as “Bao Cross-E-Commerce Association”), which is under the jurisdiction of the Bao’an District Commerce Bureau, was successfully held at the OAO Conference Center of Fuyong Zhimei Town Cross-border E-commerce Industrial Park. Representatives from the Shenzhen Municipal Commerce Bureau, Bao’an District Commerce Bureau and Bao Cross-Border Association’s founding member units attended the meeting.
The meeting elected the first leadership team, marking the cross-border e-commerce industry in Baoan District entering a new stage of organized and coordinated development.

The fertile ground for industry has spawned industry organizations, and it is time for convergence and development.
Xifeng, Director of the E-Commerce Department of the Municipal Commerce Bureau, said in his speech that in recent years, Shenzhen has anchored on high-quality development goals, boldly explored, and moved forward courageously, striving to create the best cross-border e-commerce industry ecosystem in the country.
At present, Shenzhen’s cross-border e-commerce import and export scale has ranked first among large and medium-sized cities in the country for four consecutive years. 16 of the world’s top 20 e-commerce platforms have settled in Shenzhen. Shenzhen’s listed cross-border e-commerce companies account for 1/3 of the country. The supporting service system of “one station and two warehouses” (independent stations and overseas warehouses and consolidated warehouses) is improving day by day. There are more than 1,000 sunshine pilot enterprises, and the cumulative scale of sunshine import and export is nearly 100 billion yuan.
As Shenzhen’s major industrial and foreign trade area, Bao’an District has a solid foundation in manufacturing, a complete supply chain system and active market entities, coupled with the policy dividends of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, giving Bao’an a significant cross-border e-commerce industry agglomeration effect. The unique advantages of “close to production sites and convenient logistics” are accelerating to transform into the core competitiveness of going overseas.
The establishment of the Baoan District Cross-border E-commerce Association is timely and of great significance. It is not only the inherent need for the industry to develop together and work together, but also a key measure for government-enterprise linkage, optimization of services, and promotion of industry standardization, scale, and brand development.
Relying on Baoan’s advantageous industrial clusters, we will create a new carrier for cross-border industrial services.
It is reported that the Shenzhen Baoan District Cross-border E-commerce Association is a non-profit social organization voluntarily formed by cross-border e-commerce sellers, industry and trade integrated enterprises, cross-border goods factories, cross-border palletizers, service providers, professional parks, research institutions and colleges.
Relying on the unique advantages of Bao’an District’s “advantageous industrial clusters + strong supply chain + convenient cross-border logistics” and the superimposed dividends of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone policy, the association is committed to building a cross-border e-commerce industry service platform of “resource integration, government-enterprise bridging, compliance empowerment, and ecological co-prosperity” to help Bao’an District become a cross-border e-commerce center in the Greater Bay Area with world influence.

The formal establishment of the association is a key step for the cross-border e-commerce industry in Baoan District to move from decentralized development to cluster collaboration, and is an important symbol of industry standardization, specialization, and ecological development.
As a core platform connecting the government, enterprises and the market, the association will effectively gather industry synergy, smooth government-enterprise communication, integrate global resources, strengthen compliance guarantees, help enterprises enjoy policy dividends, and solve development pain points.
The association sets the tone of “shooting with four arrows” to build a full-dimensional empowerment system.
The meeting elected the association’s first board of directors, board of supervisors and leadership team.
Xu Chunwei, chairman of Zhimei Technology, was elected as the first president of Baoan District Cross-border E-commerce Association.
In his inaugural speech, he said that the association will closely follow Baoan’s high-quality development plan and focus on the four core tasks of “resource integration, government-enterprise bridging, compliance empowerment, and ecological co-prosperity”.
In terms of resource integration, the association will use the “Treasures Going Overseas” series of activities as a starting point to organize seller exchanges, talent training, resource docking and other activities to accurately match industry needs, link up with the Bay Area industrial belt, and promote the transformation of industrial cluster advantages into cross-border e-commerce competitive advantages.
In terms of government-enterprise linkage, the association will establish a normalized government-enterprise communication mechanism to help member companies understand and connect policy dividends as soon as possible, so that policy dividends can truly be transformed into a boost to corporate development.
In terms of compliance escort, the association will integrate high-quality compliance resources to provide members with compliance coaching services such as intellectual property rights, fiscal and taxation laws, and product certification to help companies avoid overseas market risks.
In terms of AI ecological empowerment, the association will build an AI implementation empowerment service system to promote the deep integration of AI into the overseas chain from intelligent product selection, operation efficiency improvement to digital marketing, and help member companies move steadily and faster in the AI wave.
“High-quality development can only be achieved by hard work, and industry win-win can only be achieved through unity.” Xu Chunwei said that the establishment of the association is just the starting point. In the future, the board of directors will actively perform their duties and all members will work together to jointly promote the high-quality development of Baoan’s cross-border e-commerce industry.
Corporate voice: The association is a “key boost” and a “beacon for going global.”
At the conference, representatives of member companies had high hopes for the association.
Zhang Kunye, general manager of Hongtuo Weiye, said that many small and medium-sized manufacturing enterprises currently lack channels and ideas in the field of e-commerce, and the establishment of the association is a “key help.”
He hopes that the association can empower more manufacturing companies and use cross-border platforms to open up overseas sales.
Wu Keqiang, director of the International Sales Department of Dahong Science and Technology, said that cross-border e-commerce is a diverse, complex, and multi-link business form that requires the integration of upstream and downstream resources to be in-depth and thorough.
“As one of the initiators of the association, we expect the association to bring high-quality resource links to enterprises. At the same time, as the initiator, we will also actively share our more than 40 years of brand development experience and industry resources to grow together with member companies.”
The person in charge of the Baoan District Commerce Bureau said that based on the national cross-border e-commerce support policy and under the careful guidance of the Municipal Commerce Bureau, the establishment of the Baoan District Cross-border E-commerce Association can build a bridge between government and enterprises, gather industrial resources, standardize industry development, and help enterprises connect policies, reduce costs and increase efficiency.
In the future, we will continue to promote Baoan’s manufacturing brands to go overseas, improve the industrial chain ecology, build a number of cross-border e-commerce clusters, empower foreign trade to improve the quality and upgrade, and create a cross-border e-commerce industry highland in the Bay Area.
